To ALL PASS Members:

We will be going into the Plainfield community this Saturday and Sunday. If not now it could be in the future that your job in District 202 could be outsourced. Everyone needs to be involved The details of the plan to canvass the neighborhoods are on the PASS website. Please plan on helping us save Support Staff jobs.

We should be telling everyone friends, neighbors, family,  community groups using our schools to email the school board, the superintendent and local news media about what a bad idea it is to outsource. Keep that pressure on the school board and administration.

The schools will only suffer if they decide  outsource. There will be no local control by the school board. The board members were elected to maintain a standard of quality for our students. This quality will never again be met by an outside contractor. By outsourcing they have not listened to the what the community thinks about the idea of outsourcing and what it really means to have quality schools in Plainfield.

Weekend Canvassing March 5th, 12th and 19th

We will be walking the neighborhoods and businesses in District 202. We will gather as a group at 9 am for briefing at the the Plainfield Moose: Address: 16310 Lincoln Highway Rout 30, suite 100 Plainfield Il 60586.

There will be a morning and afternoon canvassing session. We invite you to join us for both the am and pm sessions, but understand if you can only join us for one or the other. If you can only join us for our afternoon session, then come to the Moose by 12:30 for the briefing.

We have divided the community into 19 zones. You will be able to choose which zone(s) you would like to canvass. The zone that you wish to canvass will be led by one of our crisis team leaders.Make sure that you get the cell phone # of the leader you will be working with. You will meet with you leader on Saturday at the Moose.

We will canvass in the morning from 9:30 to 11:45 am and the gather back at the Moose for lunch and debriefing. We will then canvass in the afternoon from 1:00 to 3:30 pm with a debriefing at 4 pm at the Moose. You also have the option of canvassing in the morning and the afternoon with lunch on your own, and returning back to the Moose at 4 pm for debriefing.

We will supply you with a clipboard, talking points, our unified message, maps of your neighborhood zone, campaign message tri-fold, car and window signs, red ribbons and a limited number of yard signs.

Please were comfortable shoes and weather appropriate clothing. If the resident is not home, then please leave our campaign tri-fold in their front door. Do not leave it in or on their mailbox.

The village of Plainfield and Joliet allow us to solicit door to door and speak with the residents. The village of Bollinbrook, only allows us leaving campaign information on the residents door, we cannot knock and speak to Bollingbrook residents without individual permits.

If you speak with a resident that is very interested in our cause, ask them for their personal information such as an email address or phone number. Ask them if they would be willing to speak publically at a Board meeting, write a letter to the Board or to the newspaper supporting our efforts to stop the outsourcing of 200 local jobs. ( We will supply you with a recording form)

We need your help to win this fight. Please spread the word, and have your co-workers,family and friends join us for canvassing.

Update of the Fight to Outsource Custodial Services

Thanks to all of you that attended our two membership meetings and Rally and the Board meeting on Monday February 22nd. We have made great strides in communicating our message and concerns to our community with regards to the plans the district has to outsourcing our hard working custodians. You are receiving this email message because you have supplied the union with your private email information. We know that the Board and the Administration have made false and misleading statements to the public. We will continue to provide facts to our members and supporters of our campaign to fight outsourcing.

We have made available more MY SCHOOL, MY HOME Buttons. You can wear these buttons in the school building. We also have ordered more RED PASS Shirts, Yard Signs, Car Posters and Red ribbons will be available during the weekends when we Canvas/ Neighborhood walks.

Crisis Team members will be contacting you to walk the the neighborhoods on March 5-6, 12-13, 19-20.

Pass going out into the Community

Please join PASS members as they begin going door to door within the community to tell tax payers, voters, parents and concerned citizens informing them of what outsourcing means to Plainfield Schools. For the next 3 Saturdays and possibly Sundays we will be going door to door explaining the crisis that faces the community.

Those that will be canvasing the neighborhoods will being with a brief meeting at the Plainfield Moose Lodge at 16310 S Lincoln Highway Suite 100 in Plainfield at 9am. From there we will be going into assigned zones. Plan to be in the neighborhoods until around Noon.. We will the meet briefly back at the Moose Lodge to go over the responses as well as what areas were covered so that we do not duplicate coverage.

It is VERY IMPORTANT that we all make the commitment to help in this. The Troy/Shorewood Custodians beat their outsourcing threat by doing this and getting the community behind them.

We hope that everyone will do their part in helping us win this battle.

District Letter to PASS

In case you might not have gotten a copy of the letter given to PASS on February 11,2016 it reads as follows:

Dear  John:

I am writing to notify you that the Board of Education is considering contracting with a third party to perform the custodial services currently performed by PASS bargaining unit members to more effectively manage costs. These costs include but are not limited to workforce safety, effeciency, supplies, benefits and compensation. Bids for such services will be solicited by the District on or about March 8,2016. Pursuant to Section 2.1 of the 2015-2016 Collective Bargaining Agreement, PASS has the right to “impact bargain such subcontracting.”

As you know, the Illinois School Code 105 ILCS 5/10-22.34c sets forth a number of conditions related to the Board entering into a contract with a third party. While the District is fully willing to bargain the impact of subcontracting, a tentative schedule has been developed to ensure compliance with section 22.24c, the significant dates of which include:

March 8,2016 Advertise/solicit bids for custodial services

March 21,2016 Rif notices adopted by the Board to ensure 90 day notice to employees if the third party contract is entered into

April 11,2016 Board will review and consider all bids

April 25,2016 Board will hold a public hearing regarding the proposed subcontracting

July 1,2016 Effective date of RIF of PASS custodial employees if decision is made to contract with third party

July 2,2016 Effective date of contract with third party

In light of the foregoing, please let me know if PASS would be interested in beginning bargaining for all of its members earlier than our typical March start or if you have any questions.
